(PY) 2025 Program Performance
Notice is hereby provided that a public hearing on the City of Bethlehem’s (“City”) PY 2025 program performance and accomplishments for the City’s 2025 Annual Action Plan/ five-year consolidated plan (the “Plan”) will be held on Friday, May 29, 2026, at 1:00 PM, in the Town Hall Rotunda, located at 10 East Church Street, Bethlehem, PA 18018. The City will hold this public hearing specifically to cover its program performance, in accordance with 24 CFR 91.105(e)(1)(i). The City is holding this public hearing as part of its compliance as a recipient for certain funding by the U.S. Department of Housing and Urban Development (HUD). The City’s Community Development Block Grant (CDBG) allocation for Program Year (PY) 2025 was $1,418,306.00 and the City’s Home Investment Partnership Programs (HOME) allocation was $417,183.96. CDBG Funds may be used to assist persons with low to moderate incomes, remove slums and blight, or address urgent needs. HOME funds may be used for homeowner rehabilitation, homebuyer activities, financing the acquisition and/or rehabilitation or new construction of homes for homebuyers or rental housing, and providing tenant-based rental assistance. This notice is issued in accordance with CDBG and HOME regulations.

Notice of CDBG/HOME Public Hearings
2026 Annual Action Plan
Review of Program Performance per 24 CFR 91.105(e)(1)(i)
Notice is hereby provided that public hearing Number 1 on the City of Bethlehem (“City”) 2026 CDBG/HOME Annual Action Plan (the “Plan”) and review of program Performance per 24 CFR 91.105(e)(1)(i), will be held on Friday, May 29, 2026, at 2:00 PM, in the Town Hall Rotunda, located at 10 East Church Street, Bethlehem, PA 18018. The purpose of this hearing is to obtain residents' views and to respond to proposals and questions, topics will include housing and community development needs, development of proposed activities, proposed strategies and actions for affirmatively furthering fair housing, and a review of program performance. The City is preparing the Plan as part of its application for certain funding to the U.S. Department of Housing and Urban Development (HUD). The City’s Community Development Block Grant (CDBG) allocation for Program Year (PY) 2026 is $1,370,309 and the City’s Home Investment Partnership Programs (HOME) allocation is $ 388,308.10. CDBG Funds may be used to assist persons with low to moderate incomes, remove slums and blight, or ad-dress urgent needs. HOME funds may be used for homeowner rehabilitation, homebuyer activities, financing the acquisition and/or rehabilitation or new construction of homes for homebuyers or rental housing, and providing tenant-based rental assistance.
The draft Plan is not yet available for public review. A separate notice will announce the comment period opening date for the Plan, to be published at the City’s website: Community-Economic-Development/Community-Development/CDBG-Home.

The City of Bethlehem accepts applications for HOME Investment Partnerships Program (HOME) funding on a rolling basis. The HOME Program is administered by HUD and was established in 1990 to assist low-income households.
HOME funds are intended to: Increase the supply of quality affordable housing for lower-income households; Expand nonprofit housing provider capacity; Strengthen government capacity to provide housing; and Leverage private-sector investments in housing.
The program funds a variety of eligible housing activities including direct rental and purchase assistance and building, acquiring, and/or rehabilitating affordable housing for rent or ownership.
